● D为何不选？？题目说交通拥堵导致经济问题，然后D说减少交通拥堵会产生新工作，不就是在说减少交通拥堵之后也会解决经济问题吗？？解释了 congestion pricing的减轻交通拥堵和经济问题，两方面都提到了，很完美？？ C是其他城市的状况，不一定说明题目中城市会怎么样，会不会产生一样的效果，而且和经济问题没什么关系，感觉没有D好！？
